This has always puzzled me. For the longest time i have wanted to get great underwater shots. i've done some shallow water diving and to be able to get those shots would be awesome. have you toyed with the idea of encasing the camera in an airtight box or something like that, made out of plexiglass? i'm not sure if that would work, but you could try it.

are you talking about lake michigan? if so, then there is a dock a little ways north of the interstate, there is a park at the top of the cliff at the northern end of lincoln memorial drive with interesting landmarks and bluffs, and to the south (about 20 minutes) there is a really spectacular stretch of beach and cliffs. This spot is in Cudahy, and one really cool thing to look for is the series of decrepit concrete piers.
